fulfilled by elections. What are the primary objectives of elections in the American tradition?

That is, of the several purposes fulfilled by elections, which of these seem most important to

the American tradition and which are secondary or tertiary? Given what we know about

formal democratic theory (e.g. Riker, Downs), do our expectations of what we want

elections to do match what we believe they are theoretically capable of doing?
